In Türkiye (Turkey), for accidents that involve at least two vehicles and result only in material damage, a Material Damage Traffic Accident Report can be filled in if the parties agree on how the accident happened. Where there’s an injury, a death, suspected alcohol use, driving without a licence, or damage to public property, mark the vehicles safely if you can and call the 112 Emergency Call Centre.
Is the damage only to the vehicles? Do the parties agree? Do the drivers hold a valid licence and are they sober? If yes to all, you can fill in the report. If any of these isn’t true, call 112 for the police or gendarmerie.
What Is an Accident Report Form?
An accident report form (kaza tespit tutanağı) is the official document that the parties can fill in between themselves when at least two vehicles are involved in a traffic accident that causes only material damage, and they agree on how it happened. It’s been in use since 1 April 2008, and it cuts down waiting time by letting the report be tracked through the insurers and the Insurance Information and Monitoring Centre (SBM).

When Should It Be Filled In?
- At least two vehicles are involved in the accident.
- Only material damage resulted from the accident.
- The drivers agree on how the accident happened.
- There’s no suspicion of alcohol, underage driving, driving without a licence, or a health issue affecting any driver.
- The vehicles involved have compulsory traffic insurance, or a Green Card for foreign-plated vehicles.
When You Need the Police or Gendarmerie
Mark the vehicles safely if you can, make sure everyone is safe, and call the 112 Emergency Call Centre.
- A driver is without a licence, or their licence doesn’t cover the vehicle.
- A driver is under the legal driving age.
- There’s a suspicion of alcohol, drugs, or a mental-health issue affecting a driver.
- One of the vehicles involved belongs to a public institution.
- Public property has been damaged — a traffic sign, barrier, central reservation, lighting pole and so on.
- Only a third party’s property has been damaged.
- One of the vehicles involved has no traffic insurance.
- The accident resulted in death or injury.

You can use the Mobile Accident Report service through the Sigortam360 app, developed by the Insurance Information and Monitoring Centre (SBM). Rules for Filling In the Paper Report
If you’re using a paper report, the information must be legible, complete, and agreed in the same way by all parties. The signatures on the form show that the drivers accept its contents.
- Before the vehicles are moved, photograph them from different angles so the plates are visible.
- Fill in the date, time, location, and full driver, vehicle, registration and insurance details.
- Add the point of impact, the direction of each vehicle, the road markings and the street/avenue names to the diagram.
- Describe how the accident happened clearly, briefly and without contradictions.
- Every driver involved in the accident must sign the report by hand.
- For foreign-plated vehicles, write the Green Card details in the relevant field.
- If more than two vehicles are involved, use an extra form and have every driver sign each form.
- Photograph the completed report and check it’s legible before sharing it with your insurer or agent.
The Process and Fault Assessment
Once the report is filled in, the process usually continues through the insurer’s and SBM’s records. The fault-share assessment takes into account the report, photographs, the accident scenario, the traffic rules, and any supporting documents.

Right to Object, and the Procedure
If you have new documents, photos or information that could affect the assessment after the fault share has been notified, you can start an objection process by applying to your insurer. Timeframes and procedures can vary by case, so it’s important to act without delay after the notification date.
- 5 working days: after the fault share is notified, you can object to the insurer with new documents/photos.
- Same insurer for both vehicles: if the vehicles involved share the same insurer, you can ask for the file to be reviewed through SBM.
- Disputes: if the objection is rejected or doesn’t resolve things, you can consider the Insurance Arbitration Commission or legal action.
