Turkiye Travel Guide for Foreign-Plated Road Vehicles

📅 18 July 2023·👁 546·Blog

Before bringing a foreign-plated road vehicle into Türkiye (Turkey), you need to check the 185-day residence-abroad rule, how long the vehicle may stay, the documents you need, who is allowed to drive it, and the rules for leaving Türkiye without the vehicle. This guide is based on the Republic of Türkiye Ministry of Trade, Directorate General of Customs sources on passenger-accompanied vehicles and foreign-plated road vehicles.

Quick summary:

People who live abroad can bring a vehicle registered in their name in their country of residence into Türkiye temporarily, under the tourist facility rules. On entry, you must have spent at least 185 days actually abroad in the last year. The exact period depends on your status and the type of vehicle.

General Principles and the 185-Day Rule

To bring in a foreign-plated vehicle under the tourist facility rules, you normally need to live outside Türkiye’s customs territory and be considered resident abroad. Being “resident abroad” means having actually spent at least 185 days abroad in the year before the date you enter Türkiye.

Simply totting up 185 days abroad is not enough on its own. You need a genuine home and living arrangement abroad. A temporary posting, staying in a hotel, or a short-term work arrangement may not count as being properly resident when your case is assessed.

Topic In Practice
How the 185 days are counted Based on the actual days spent abroad in the 365 days before your entry date into Türkiye.
Where it’s checked Calculated from your passport entry/exit records.
e-Devlet check You can check your own status via the “Residence Abroad Enquiry” (Yurt Dışında Yerleşiklik Sorgulama) service on e-Devlet.
Pensioners People who retired while living abroad may not need to meet the 185-day rule for the first personal vehicle they bring in after retiring.

Periods, Penalties and Blue Card Holders

How long you may keep the vehicle in Türkiye depends on your citizenship/residence/retirement status, who owns the vehicle, and under which rules it was brought in.

Person / Vehicle Status Period Allowed Note
Turkish citizens resident abroad, dual nationals, Blue Card holders Up to 730 days Applies to vehicles for personal use, including for pensioners.
Foreign nationals without a residence permit 90 days total within any 180 days Assessed for short-term entries.
Foreign nationals with a residence permit For the length of the residence permit, up to 730 days Based on the validity of the residence permit.
Vehicle owned by a legal entity, brought in under power of attorney Up to 90 days Company vehicles carry extra restrictions on period and use.
Exceptional entry for EU/EFTA residents 1 month, once a year May apply under certain conditions even if the 185-day rule is not met.

2026 Overstay Penalties

According to the Ministry of Trade’s current FAQ page, the 2026 overstay penalties are as set out below. For overstays beyond three months, a fine equal to a quarter of the customs duties applies.

Overstay 2026 Amount
Up to 1 month TL 2,988
Up to 2 months TL 5,976
Up to 3 months TL 8,964
Beyond 3 months Fine equal to 1/4 of the customs duties

Documents and Pre-Declaration

Having your documents complete at the customs crossing cuts down waiting time and the risk of errors. Submitting a vehicle pre-declaration before you travel can also speed things up at the border.

  • Vehicle registration document or proof of ownership.
  • Driving licence.
  • Passport, or documents showing your residence/domicile status abroad.
  • Valid traffic insurance for Türkiye, or a Green Card for the foreign-plated vehicle.
  • For pensioners: retirement documents, translated if required.
  • Power of attorney if the vehicle belongs to someone else; rental agreement if it’s a hire car.
  • Company authorisation documents for a company vehicle.
Pre-declaration tip:

Entering your details through the Ministry of Trade’s “Vehicle Pre-Declaration” (Taşıt Ön Beyan) service before you travel can shorten processing time at customs. Vehicles are recorded against your passport on entry, and the record notes when the permitted period ends.

Usage Rights and Restrictions

Who may drive a foreign-plated vehicle in Türkiye is one of the most important practical points. As a general rule, use is limited to the rights holder and the people allowed under customs rules; in some cases, different use may be possible if the rights holder is in the vehicle. Use outside these rules may lead to penalties or an order for the vehicle to leave Türkiye.

Who Can Drive It? Status
The person with the right of use Can drive the vehicle.
Spouse, ascendants and descendants who are resident abroad May drive it while the rights holder is in Türkiye, provided they can document both residence abroad and the family relationship.
Other people resident abroad May be allowed to drive if the rights holder is in the vehicle.
A person resident in Türkiye As a rule, may not drive it; a narrow exception may apply only in an emergency, for the duration of that emergency, and while the vehicle owner/rights holder is in the vehicle.
Someone resident in Türkiye bringing in a vehicle from abroad Not possible under the tourist facility rules.
Using a company vehicle for commercial activity in Türkiye Not allowed.

Leaving and Re-Entering Türkiye

If you leave Türkiye before using up the whole period you were given, the remaining period can be carried over on your next entry. That said, the 185-day rule is checked again on every entry. Some exceptions may apply to pensioners regarding use of the remaining period.

  • If you leave before your period expires, you may be allowed the remaining days on a later entry.
  • If you’ve used up the full 730 days, you and the vehicle need to have been outside Türkiye for at least 185 days before you can bring it in again.
  • You cannot “renew” your period simply by making a brief exit and re-entry.
  • The once-a-year, one-month exceptional entry for EU/EFTA residents is assessed separately.

Leaving Türkiye Without the Vehicle

If you plan to leave the vehicle in Türkiye and travel abroad without it, you must notify the customs authority. You can either hand the vehicle over to customs for safekeeping, or give an undertaking (taahhütname) through e-Devlet or the customs authority.

Option Effect on the Period Note
Hand the vehicle to customs for safekeeping The period can be paused Done through the customs hand-over procedure.
Leave it parked, with an undertaking on file The period keeps running Can be done via e-Devlet or the customs authority.
Leave without notifying anyone Risk of a fine For 2026, a fine of TL 11,952 is set out.

YTGGK / YTGGF and MA-MZ Plates

Vehicles belonging to foreigners who come to Türkiye for a fixed period of work or study may be handled under a Foreign Vehicles Temporary Entry Booklet (Yabancı Taşıtlar Geçici Giriş Karnesi, YTGGK) or a Foreign Vehicles Temporary Entry Form (Yabancı Taşıtlar Geçici Giriş Formu, YTGGF). Vehicles brought in temporarily under this route may be issued guest-vehicle plates in the MA-MZ range by the police.

  • Foreigners here to work or study can bring in a vehicle for the length of their permit.
  • The period is set according to the work/study permit, and does not exceed 2 years on any single grant.
  • Blue Card-holding pensioners are generally assessed under the tourist facility rules, not the YTGGK route.

Pre-Trip Checklist

  • Check that you meet the “at least 185 days abroad in the last 365 days” condition.
  • Have your registration document, driving licence, passport/residence proof and insurance/Green Card ready.
  • If the vehicle isn’t registered in your name, bring the power of attorney or rental agreement.
  • If you’re a pensioner, check whether you need your retirement document translated.
  • Complete your vehicle pre-declaration before you travel.
  • Agree with your family who is and isn’t allowed to drive the car in Türkiye.
  • If you’ll be leaving Türkiye without the vehicle, plan the customs notification/undertaking in advance.
  • Check your insurance period, policy start/end dates and that it’s valid in Türkiye.

Frequently asked questions

What should I check first before entering Turkiye with a foreign-plated vehicle?

Start with the residence-abroad and 185-day rule, the registered owner of the vehicle, the documents required at customs and whether your insurance or Green Card is valid in Turkiye.

Is the 185-day rule assessed at every entry?

As a general rule, the authorities look back from the date of entry and review actual days spent abroad and residence status. Retirees and special cases should be checked against the current official guidance.

Can anyone drive my foreign-plated vehicle in Turkiye?

No. Use depends on customs rules and the rights holder’s status. Besides the rights holder, a spouse, ascendants and descendants resident abroad may use the vehicle under certain conditions. Other people resident abroad may be allowed to drive while the rights holder is in the vehicle; for people resident in Türkiye, only narrow emergency-use exceptions may apply while the owner/rights holder is in the vehicle.

Should I treat insurance as a separate issue from customs preparation?

No. Registration details, entry dates, vehicle stay period, policy dates and territorial validity should be checked together. Sending a quote request does not issue a policy or start cover.

Does this guide replace an official decision?

No. It is practical information only. Entry permission, permitted period, penalties and document assessment are determined by the competent authorities and current rules.
